London taxi rank could become huge 332-bed hotel with restaurants and offices

Fresh plans to build 50 extra rooms at a new hotel complex in Maida Hill have been sent to council planning bosses.

Developer The Collective (Taxi House) Ltd plans to build a hotel, offices and shops at a former taxi rank and street cleaners’ building.

The development site includes Taxi House, Waterside House and Westminster Street Sweepers Depot at Woodfield Road, London.

Westminster City Council approved plans to transform the site into a hotel, offices and event space with restaurant and shops in July 2020, granting the demolition of existing buildings.

The company now wants to boost the number of hotel rooms from 286 to 332 and increase the height of the building from 11 to 12 storeys.

The proposed development includes buildings of four, five and six storeys, while the hotel will feature a swimming pool, fitness, dining and cinema facilities.

The council’s planning committee will decide whether to approve the amended plans on Tuesday (August 17).

Council planning officers are recommending that the changes are bakced on the grounds that the company contributes £656,000 towards carbon off-setting and £100,900 to the Westminster Employment Service.

A council report says the development will create 360 new construction jobs, £280,000 in local spending, 150 new hotel jobs, £19 million in spending by hotel guests and £18 million gross value added by the hotels.

It will also create new public access, such as along the canal, linking to Hathaway House and Elmfield Way, and see new trees planted.

As part of the scheme, a new street cleaner’s depot will be created that is ready for electrical vehicles.

The previous occupants of Taxi House LTDA sold the building for 20 per cent above its valuation at £21.25 million.

Local residents have objected to the plans to increase the number of hotel rooms.

Maida Hill Neighbourhood Forum said they are concerned about the impact of increased rooms on traffic, noise and deliveries, according to a report by council officers. They also said the increased height of the building could threaten residents’ privacy and increase antisocial behaviour.

Westbourne Forum said: “Densification of the hotel increases the transient population to the area with the potential harm to the local community.”

Paddington Arts, which sits opposite the development site, expressed support for the plans.

They said: “The site currently makes little contribution to the local area. This application builds upon the consented scheme, creating much needed activation and animation of the site for visitors and residents in the local area.

“The changes sought in the application are very minor and appropriate in the
context of the consented development. We understand the additional rooms are fundamental to ensure the delivery of the development and we support their inclusion.

“The new rooms being delivered alongside the range of commercial spaces will bring a much-needed vibrancy to the site and local area.”
